HKELA Supports Port Community System (PCS) in Driving Digital Transformation and Strengthening Hong Kong's Global Trade Connectivity

Hong Kong, October 2026 — The Hong Kong E-Commerce Logistics Association (HKELA) is pleased to express its strong support for the promotion and implementation of the Port Community System (PCS), and commends the Hong Kong Special Administrative Region Government for its proactive efforts in advancing digital infrastructure to strengthen Hong Kong's competitiveness as a global trade hub.

Against the backdrop of increasingly complex global trade flows and rising demands for supply chain transparency, the PCS — a neutral, open electronic platform connecting ports, shipping lines, freight forwarders, customs brokers, regulatory authorities, and logistics service providers — has become more critical than ever. By standardising data exchange, PCS significantly reduces manual documentation, shortens clearance times, and enhances end-to-end supply chain visibility and efficiency.

Acting President Mr. Henry Cheng of HKELA stated: "We are at a pivotal moment in the digital transformation of global trade. The promotion of PCS is not merely a technological upgrade — it is a strategic move to consolidate Hong Kong's position as an international logistics and e-commerce hub. HKELA fully supports all industry stakeholders in actively participating to build a more resilient and efficient trade ecosystem together."

HKELA believes that as cross-border e-commerce continues to scale, global trade visibility has become a core competitive advantage for businesses. The HKSAR Government's initiative to advance PCS will help Hong Kong's e-commerce logistics sector align with international standards, further attracting global supply chain partners to choose Hong Kong as their Asia-Pacific base. The Association will actively support the implementation of related policies and provide appropriate assistance to member companies, helping the industry seize the opportunities presented by digital transformation.

HKELA Welcomes Hong Kong SAR Government's First Five-Year Plan and 2026 Policy Address, Supporting Continued Growth of E-Commerce Logistics Sector

Hong Kong E-Commerce Logistics Association (HKELA) warmly welcomes the Hong Kong SAR Government's first Five-Year Plan and the latest 2026 Policy Address delivered by the Chief Executive, Mr John Lee. We are pleased to note that "Strengthening the Four Centres and Developing Hong Kong as a Hub for High-Calibre Talent" is one of the key focuses of the plan.

Hong Kong's continued development as a leading international aviation hub and international trade centre will further support the growth of the e-commerce logistics sector. Today, Hong Kong International Airport remains the world's busiest cargo airport, with e-commerce shipments making a significant contribution to its cargo volumes. Many e-marketplaces and online retailers from the Mainland and overseas are also continuing to relocate to, or establish, regional e-commerce fulfilment centres in Hong Kong to support the growing demand for online shopping across the Asia-Pacific region, thanks to Hong Kong's free-port status and excellent air cargo connectivity.

In line with these policy measures, HKELA will continue to support the enhancement of e-commerce logistics capabilities across the industry, promote Hong Kong as the preferred regional e-commerce fulfilment centre in Asia-Pacific, and share timely updates on global e-commerce policies with the wider transport and logistics sector. Through these efforts, HKELA aims to help reinforce Hong Kong's position as a leading global logistics and shipping hub for the e-commerce industry.
